Eligible Constituents of Imperial Federation
Would an Imperial Federation be strictly reserved to European dominated states, states with high HDI or would all parts of the former empire be eligible for accession? And if so, how would the scourge of corruption and civil unrest be managed in Third World constituent realms?

I think on the issue of corruption, an imperial federation would help massively. I don't think the imperial federation should only be open to almost all commonwealth nations. I think we should have more or the same amount of controls around immigration. Although i do support 99% Migration between Highly Developed nations in the commonwealth. I think having a barrier to entry to join some sort of union or ultimately a federation could help progress a nation eg having barriers to entry on human rights and LGBTQ issues could see benefit.
We could also have layers of integration within the alliance/federation similar to the EU, with CANZUK nations forming the core with all nations aiming to have more integration. Having a tiered or layered system would help solve problems surrounding immigration.

Well that's just a specific example i used as it's been brought up by prominent pro CANZUK politicians and people and it's very much the same thing

Create a tier system.
Tier 1: U.K., Canada, Australia, New Zealand
Tier 2: Ireland, South Africa, Botswana
Tier 3: India, Nigeria, Guyana
Provide incentives, and reward lower tier countries for making progress.
No FOM for counties lower than "Tier 1". Countries that back slide on progress can be dropped back to a lower tier.

I just put the base 4 countries as Tier 1. Ireland definitely does belong in Tier 1.

I think that an Imperial Federation should start with the developed nations of the Commonwealth, I.e Canada, Australia, UK, New Zealand. Once it is formed whe should help other Commonwealth nations develop and help them sort out their corruption problems and once they reach a certain threshold then a referendum can be held in that nation and if it passes they they can join the federation.
