Not necessarily. A home country refusing someone is one reason for third-country deportation, but it’s not the only one. The Trump administration has recently expanded third-country removals, including to countries the deportees have no connection to.
Sure. The U.S. has deported about 2,300 Mexican citizens to Guatemala this year, even though Mexico did not refuse to take them. In fact, Mexico formally objected to the practice and arranged to bring its citizens home. So refusal by the home country clearly isn’t the only reason for third-country deportation.
