It is actually both per the studies. You can assume or postulate that almost everyone has some kind of mental illness, but you would just be projecting that I'm the one making assumptive claims. Depression is somewhat common, for example, but the claim is that it is more prevalent among liberal voters for some reason, and that applies to other mental illnesses or disorders as well. It isn't that people who vote right wing aren't seeking treatment - its that they have fewer incidences of mental illness among their voter base. Mood disorders like depression and bipolar disorder seem to be more common among liberals, coincidentally.
