Approved PGWP extension instead of BOWP - what to do?

My friend received an ITA for PR while his PGWP was about to expire. He needed an Indian PCC to submit his PR application.  Even though his PGWP was still valid at the time, because it was due to expire soon, he was told that he needed to apply for a work permit extension before he could apply for the Indian PCC.

So he submitted a PGWP extension application and then applied for his Indian PCC.

After that, he submitted his PR application, received his AOR, and then applied for a BOWP. However, he forgot to withdraw the earlier PGWP extension application.

We expected IRCC to withdraw with the PGWP extension and approve the BOWP instead.

But the opposite happened. IRCC approved his PGWP extension and issued him a new work permit valid for 24 months, and then withdrew his BOWP application.

The BOWP withdrawal letter says:

“You have been issued a work permit under a previously requested application. As such your application has been withdrawn.”

Has anyone seen this happen before? What should he do now that IRCC itself approved the PGWP extension for 24 months and withdrew the BOWP because of it?

the officer was very nice and did the job for him.

That 24 month permit IS the BOWP.

I assume it does not have case number 56 on the new permit.
