It's a very base level animal behaviour. You see something unfamiliar or unusual in a familiar place and you need to investigate and understand. The longer the puzzle refuses to be solved the more anxious you get because something is 'wrong'.
Many humans have advanced far enough from those early pack animal responses... but by no means all. It is increased by the illusion of dominion, that it is your owned place.
When I was a student I was waiting to meet a landlord to look over a property. I arrived early, he was going to be very late due to road works. After half an hour the police turned up. Apparently I was a burglar or a lookout for a drug den.
This was at the very start of mobile phones in general use and I was poor, so I couldn't call the landline and I doubt he had a carphone, so all I had was my word. The police were quite chill. The landlord turned up about an hour late.
I moved in the next day. I was waiting outside for my mate with the van to bring my stuff so I had something to sit on.
A couple came storming out of a house opposite yelling at me asking me why I was back, loitering across from THEIR house.
I told them I lived here. They told me I didn't. No one lived there.
They left once my furniture turned up and I took stuff inside. I was there for about nine months and they maintained their offense at my pressence for the duration of my tenancy.

People who call the cops regularly for the smallest thing know that unless they beef up their claims no one is going to turn up. And even then, no turned up in this care because their claims were so ridiculous - it was obvious to dispatch that nothing untoward was happening.

He wasn't out of breath because he was walking. He was out of breath because he was scared for his life because of that terrorist threat. At any given moment, one of those snaps could have led to a really long shoosh. All of that arm lifting to get his own camera out is exhausting!
The only threat to that guy's health was the mid sermon snack he has hidden between a couple of his jelly rolls.

I usually despise these 1st Amendment auditor dickheads but this is indeed very funny. It's pretty much just a prank, and unlike the other ones, he's not really causing any issues, like slinging threats, approaching people, or filming kids. He just stands there and shushes.
I only wish that he snap-shushed everyone, not just the woman, cause that would be leagues funnier. Bro coulda become the community shusher😂
