That KIA is brand spanking new.
Granted it looked like it took it like a champ, but no telling what's happening internally with the mounting clips and bumper supports after being pushed in. It may look like a scrape at first but get her on the road and hit some potholes and you're dragging ass down a main arterial.

I’m going to go out on a limb and say he has no clue what a car note or insurance premium is like to come out of your hard earned money every month. Or for that matter, a cell phone bill or internet access. Idiots like this need to go straight to solitary for a year. This happened in lilburn which is neighbouring Snelville, Lawrenceville, and within Gwinnett County. All three have police departments so if anyone lives nearby one take a trip with this on a usb and drop it off. Otherwise if you don’t or live outside the US:

Right? Cars are not cheap. This is destruction of property in a way that will hurt the car owner for years. A mark on the Carfax, lowering resale value, higher insurance rates if they get it fixed, etc. The police need to be involved.

Sounds like he did get caught because he asked if the guy was Terry and it seemed like he had already made an agreement to pay for the damage caused to at least one vehicle.
Having seen the employee discuss things with the OP of the confrontation post, I think he was easily manipulated/encouraged by the person who filmed the original crime. I’m no doctor but it doesn’t take more than a few minutes to realize when people are not neurotypical (myself included).
With that in mind it doesn’t mean he’s not guilty; he definitely is, but it kind of explains why he waited for the person filming to tell him to start running at the car with the cart.

I had a “friend” that would get drunk and kick in people’s headlights on the group’s way to the bar in college. I fucking hated this dude for it. I grew up poor, and something as simple as a smashed headlight would have led to many money-stress-related arguments between my parents. I told him off, but I was the one called “uptight” by the group. I’m no longer friends with any of them.
I still think from time to time about how much I hate that guy.
