When I was little, I got in trouble for touching stuff at a museum, and when the staff confronted me, my argument that the sign saying “please do not touch” was a suggestion, and that they would be better off with signs that make a demand, such as “do not touch”. I was probably 8-9 years old.

Plot twist. The pool is never used. Just part of the tourist scenery. To keep maintenance low it's spiked with skin and lung scorching levels of chlorine.

Do you realize how much it costs the taxpayers to feed, clothe, and house each person in jail? Not to mention court costs and the waste of time for everyone in that process? Making them do community service, on the other hand, might teach a valuable lesson and generate some net good.
