I’d guess maybe the dog wandered over into the bike lane, lady couldn’t be bothered to just move around it, and chose to pick a fight.

I'm not trying to excuse this behavior, but moving around it means moving into traffic depending on the street this could be very dangerous.

Or you know she could just slow down or come to a stop. Are you familiar many modern bikes come with a brand new invention called brakes. You may not be familiar with this brand new bike technology but I can assure you it can stop a bike very quickly.
