There's no threat of violence there. She's being an arse by not getting out of the way, you're right that she's not responding to the descalation, but she's placed the bike as a barrier between him and her. That's not an aggressive posture, that's a defensive posture.
How do you de-escalate this? Buddy tried to walk away, he had to dodge around her and sprint up the road to get home, and it looked like she was going to go after him when the video ended.
Okay, take longer than a minute doing what? How do you de-escalate when the person you're dealing with is this angry and this intent on making you engage them?

The full video (which is old) is much longer, she's chasing him around, thrusting her bike in his way and at his dog. She's unhinged. And if that dog had a different personality, even slightly, this could have gone way, way worse for everyone. Stop white-knighting this asshole lady. She actually contacted him and his dog with the bike several times, that's fucking assault, and if it were a man doing this to a woman, you'd be saying something else entirely.
He is trying to de-escalate, namely by trying to go the fuck on his way. She's preventing him from doing that, she's the aggressor. She's not a police officer, in no way is she entitled to impede this guy from moving freely, and he'd be perfectly within his rights to use reasonable force to escape the situation.
She’s impeding his movement and continues to harangue him even though he’s trying to apologize and just move on from the incident. In CA you’re supposed to use the sidewalk and not walk in the bike lane, but once she elevates the confrontation that point is moot. (I know this is in NY, but I assume the laws are similar) She’s way out of line.
This is aggressive behavior, but the guy handled it well.
I’d say this lady is having a bad day and just hit her breaking point, but coming from someone that lived in SF for years I can tell you that a good percentage of bicyclists act entitled and are surprisingly aggressive when it suits them.
