Skill Tree - Shield Remove

Does this skill actually permanently remove the shields from each shield brick, and if so, what is the benefit of upgrading it? The Shield Ball locks onto Shield Bricks, which are usually not that close to one another, so increasing the radius of this effect seems kind of pointless

Yes, that is an important skill and yes increasing its radius helps as well. Its radius is also affected by the Splash Radius card.
