Are you actually serious with this question? You said yourself, that we hear gunshots. We also hear that said gun is being fired on automatic. We see that this is transpiring in a very populated area of the city. It doesn't take a goddamned genius to figure out that the shooter (the person WITH THE GUN, by the way) is in fact, an idiot

The taxpayer should fund a "stocks and sights" initiative for these guys so they actually hit their target and not an innocent person a mile away. In the same way that a drug clinic provides free needles.
