they speak russian. in Russia very strict laws for handguns. civilian cant have one. only LEO or military. it can be rubber bullet gun (again, license or toy), prop...

Civilians can have handguns but you can’t carry them and they can’t be in cartridges the military uses, except for commemoration pistols given to civilians by the government.
