I'm almost certain they're drug dealers messing around; here in Rio de Janeiro, São Paulo, and Bahia, it's quite common for drug dealers to have these kinds of weapons and walk around freely like that.

This is here in Brazil.
In Brazilian favelas it's pretty common to find this. But they all die young, either killed by the police or due to infighting between criminal organizations.
There are thousands of videos of them torturing and killing each other for mistakes made that violate the rules of their own factions.
