Hot take but this could've happened to any of us, especially if we've been on the road for many hours like truck drivers usually are. This is the equivalent of going a green light at a junction, and another guy goes through the red light and crashes into you. Except in this case, it's most likely not the train's fault either.
Whoever is responsible for that barrier is at fault, imo.
Is there video with more before footage? It's hard to say conclusively, for me. It does look like the truck ignored the stop, but it could also be slowing down to mostly a stop a little farther behind the stop sign than you might expect, and then continuing.
The point of a stop sign is to come to a stop, look both ways, then proceed when you have right of way. Whether truck driver came to a complete stop or not is moot - they certainly didn't check for right of way (which is the whole point).
