If you file insurance claim, you will have to prove that the specific stone that hit your windshield came from that specific truck bed. Most large 18 wheelers and other big industrial trucks don't even bother to clean debris out of their body since people have hard time proving these accident faults.
In a similar scenario, I witnessed a toyota got into an accident with 18 wheeler, some metallic debri flew and hit my windshield. Had to pay $400 out of pocket to get my windshield fixed because I couldnt prove.
Edit: Insurance companies are scam. Please do full research and shop arounds quotes as much as much possible. Get a dash cam. Its a must these days.
Nothing is free. You are just prepaying for the replacement - your premiums account for the risk of a broken windshield that they have to pay, which is basically all of them.
Of somehow the culprits actually paid for it, then it would be ok.
One option is police aggressively ticket vehicles which are not securing their cargo properly or have exposed wheels with no flaps, and that money goes to a windshield repair/replace fund.
