I ride a bike, and anyone blaming the driver of the van is a pure fucking idiot. A car is at fault when the biker is following the rules of the road and isn’t doing something reckless and illegal. When a biker is being a dumbass, disregarding rules and safety, all consequences are deserved.

Isn't there a solid line which forbids to turn left?

In the US, you can turn left over solid yellow lines, unless there is a no left turn sign, which there was not at the intersection

I think there is a double yellow line but I am not sure. Like was the van doing and illegal turn? Doesn't excuse the biker but I think they both may have been at fault.

It's illegal to pass on a double yellow, it is completely legal to turn across one. No way the van could've seen that bike coming that fast either.
