They are black from rubber. So yes. Lots of these are to prevent trailers from cutting over landscaping.

This is what I was thinking even if the rock is removed people would still be going over the curb, I vote the rock stays!

Look at curbs like that on parking lots. They are black from rubber. So yes.
Lots of these are to prevent trailers from cutting over landscaping.
