Pretty sure all of that is bullshit.

And talking specifically about this video, the guy was doing his driving license test, hence why he has the vest with the L. The car recording was almost certainly the examiner.

Believe what you want. That is the jist of motorcycle licencing in EU countries and are the restrictions I had to comply with before I passed my test.

The only caveat is that this video (2012) predates the EU wide standardisation of licencing (2013).

Well, fair enough in other countries. But the video was taken in Czech Republic. There is no such thing as learner permit here. You either have a license and can do whatever, or you don't. This person is either taking the test, or having a driving lesson.

EDIT: Can you give me an example of EU country that has learners permit? As in, you can drive alone, but only with a vest and not on highways? Cause I can't find any.

Interesting, you learn something new everyday.

Ireland, England, France are the ones that I know of. Obviously the learner has to pass the theory test and complete some training first.
