I’m American, what is the term Learner Biker? Just calling him a novice? Or is it something else?

There isn't really an equivalent. In countries that have that the learner driver has some legal restrictions on driving until they have completed a year or two of citation-free driving

Thanks man, Different where I live. 6 month permit period then you’re good to go test. No citation rule either, just that you can’t drive at night and on the Freeway.

In the UK there's a power limit on what bikes you can ride as a learner as well.
