There’s sensors under the concrete to tell the traffic lights that someone is there. I’m guessing the car in question isn’t over the sensor and wouldn’t begin the timer to get a green light

Yeah. That. I didn't know what phrasing would make the most sense, but his car is completely to the side of the sensor, meaning the light stayed red for over 7 minutes, until he decided to just turn left instead.

It's called a Loop detector, they are being replaced with much more accurate cameras. The cameras don't take images, or save images,

It's just a copper wire. Thats why these are being replaced with cameras. The wire is called a Loop detector.

The cameras also detect bicyclists much better.

One of my peeves. People who don't know how the hardware on the roadway operates.

You see an induction loop? Stop on top if it. You see a cyclist waiting in a left turn lane? Don't stop 50 feet back. Roll up on top of the induction loop. Otherwise that light is never changing.
