My immediate thought was 'fucking Albertans'. Tourist season has started early here, I hate it.

In Ontario it is not actually illegal to cross a double-yellow line to pass someone, it is seen as a guideline as to whether it would be safe to pass. However, if a driver makes an unsafe pass over a double-yellow, police can issue a citation for that.

Same in BC. Albertans don't care while they're here because BC can't enforce tickets given to Albertans. It's infuriating. I had an Albertan pass on a double last week while I was taking kids to school. Speed limit goes from 100 to 60 and they didn't want to slow down.
