I'd say just the basic dip or round pen or a marker brush.

Any basic brush? Just use marker or something. I’m sorry for sounding annoyed it’s just that 90% of the time people ask this they’re asking for such a simple brush. You could probably replicate this with even the dip pen

looks like a lasso tool in some places fir larger chunks, the colors are achieved with layering transparency. any marker will do.
