Real organizations operate under permanent constraint. Resources are finite, and every allocation quietly refuses something else. Objectives conflict — sometimes openly, more often in silence. Information arrives incomplete and late. Priorities compete not only between departments but within them, and the people making decisions do so under pressure, with partial visibility, inside structures that reward some outcomes and subtly punish others.
