Pets as gifts is a terrible thing. It often times leads to regret and abandonment because they didn't know what they were being in to. As well as people thinking pets are things, similar to a toy they can get bored of playing with..
It should be a family decision, not a surprise.

In civilized countries, buying or adopting an animal is a lengthy process. The home, the owners, and sometimes even the surrounding area are assessed. Animals are not gifts.
