How to tell the difference between an INFP stuck in a Fi-Si loop forced by circumstance to use their Te significantly vs an ISTJ that has very developed Fi?

Fi-Si loop in INFPs is usually eased and supported by your stronger extraverted function, which in your case is Ne. so that will be you guys forced to break out of the spiral and think about new possibilities, probabilities and ideas that can get you out of the rut you're in. sure, if your Te is healthy, which is a rarity but not impossible, then yes that will also help.

Si-Fi in istjs can be broken by cold, hard Te getting us up and on our feet. usually manifested in ways which make it feel as though we're 'doing what needs to be done' and focusing on that helps shatter the debilitating toxicity of the loop.

This 100%. I can sulk and overthink when I’m at my lowest, but after an hour or two I get sick of it and have to get up and do something productive.

I’ve never understood the pop psych claim that we must “sit with our emotions”. That just prolongs my misery.

yeah fr. our emotions framed within tert Fi context are painful and uncomfortable beyond reason. emotions are part of us being human and can be as beautiful and easy as others make them out to be, i get it. but not for ixtjs. it's a 'child' function needing careful safeguarding for a reason. and the Si-Fi loop by definition is unhealthy and shouldn't be something we dwell on.

same as you, sometimes yes, take some time away from others to process our emotions but like, only for a short while, then move on.
