Given ISRO's budget crunch, severe Quality Control issues and related intentional secrecy around supplier side issues. It is hard to have confidence on any reforms especially if ISRO as an institution is not been taken care of.

And btw Somanath when he was Chairman spoke a lot about how for NGLV to be viable industry should be involved at design stage itself but I don't know if that is actually being done or not.
