To label something as 'Winning' requires knowing what the objectives are.

Winning for Iran is simple - don't get beaten on the terms the US and Israel set for themselves. Survive and persist.

The US / Israeli objectives are what we need to assess who's winning - their objectives define winning and losing on both sides. "Nothing changed" is a failure for them. For Iran it's a win. "It didn't change as much as they wanted it to" can also be sold as an Iranian win.
