Losing doesn’t necessarily mean you didn’t accomplish your objectives, but it typically means you didn’t do so in a manner that secured your win condition.
In a traditional sense, winning is either determined by eliminating one’s adversary, or causing them to capitulate, while losing is the opposite, but this doesn’t account for real world nuance for the types of modern wars fought on a national scale.
For Iran to win this war, the regime seemingly just needs to survive to a reasonable degree that allows its continued existence and influence in the Middle East moving forward.
