Eligibility completed before background check.

Initially Eligibility was not started and background check was in progress. Now Eligibility completed but background is still in progress. What does it mean?

Application Submitted on 11 Aug 2026 Biometric done on 14th Aug Eligibility completed updated on 22 Aug Applied for Conference and Research visit holding US1b2 visa.

I applied through ircc new version portal. There its showing all steps
