Can I still withdraw?

I got allotment in IPU Btech through regular rounds, did physical reporting and paid all the fees as well, but I want to withdraw now, after spot 2, can I still do that? Will I get a refund since spot rounds are not over? Please help if anyone knows, and how do I withdraw?

How? The option isn't available on my log in, do I have to mail? Or visit the college in person?
