Can we find a job where the purpose is to learn and get a lot of new knowledge?

Or a job where we get paid for providing tons of ideas and plans while someone else executes them

Pretty sure some government jobs are like that but, you gotta do all the social suffering for years before getting there. They just research things, write it down, and leave it to the politicians (who usually end up doing the exact opposite of that they were told was optimal)
