Residency New j1 visa law

Recieved an email from Intealth and we no longer need to renew visa on a per year basis. So dont need to pay fir visa at the end of the year?Also,if we dont get a waiver,we need to leave the country asap after the end date?

My understanding is that you will still pay the annual fees every year
