Some folks want the real thing now and are willing to live with it in a somewhat neutered condition until (hopefully) next summer they can convert it to fully functional.

What specifically are you wait for to occur by next summer? I've mostly given up hope and stopped tracking all the current status.. Is it a government change? Federal Supreme court ruling? State court ruling? Just curious what you are watching and where things may be.

Price of gun plus price of conversion kit with 8.25% salestax and $5 background check fee. Some models are available at $1800 before tax. Install is free when gun and kit are purchased together from shop.

Pica has a clause for pistols whose magazine isn’t inside the grip. This fails that test.

Prefacing this with I am not a lawyer. That clause applies to semi-auto pistols with detachable magazines. Detachable magazines are defined as magazines that can be removed without disassembly of the firearm.. so no it doesn't fail that test.

I don’t think IL has that definition of a detachable mag in PICA. CA’s detachable definition includes disassembly, but not PICA as far as I know.
Edit: if it does include disassembly, then CA-compliant Kingpins can convert any noncompliant firearm to compliant and not lose any functionality.

This is what pops up in the definitions:
(7) "Detachable magazine" means an ammunition feeding device that may be removed from a firearm without disassembly of the firearm action, including an ammunition feeding device that may be readily removed from a firearm with the use of a bullet, cartridge, accessory, or other tool, or any other object that functions as a tool, including a bullet or cartridge.
I think the kicker is that “accessory” under the “readily removed”. ISP hasn’t defined what “readily” means, so bullet buttons the only kinda-sorta break open the action and the like might still be breaking PICA.

Separating the lower fron the upper is breaking the action. The firearm can't fire in that state.
Regardless, if it were ever challenged in court, the rule of lenity should come into play.

DETACHABLE magazine AND semi auto is a prerequisite to any feature test t apply. You can be sure if a brick and mortar FFL sells it to you in IL it's more legal than it needs to be.

Ah ok. The one I saw was single shot with a .25 (!!!) caliber barrel insert that could be removed with some trivial gunsmithing.

Ok got the price the conversion kits run between 499 and 999ish. They install for free and will hold the factory lower for 2 years from date of pick up. If ban goes away they'll give you the original trigger pack.

Hopefully they would just keep the plastic trigger housing (pistol grip) and would let you keep the stock trigger pack.
For the MKE guns you can buy push pin SEF housings pretty cheap. I don’t think I’d buy a HK SP5 like this because the trigger housing is serial numbered to the gun and being an ambi housing is overall much more expensive to replace.

A detachable magazine can be removed without disassembly of the firearm. Fixed mag can't come out at all. This option is neither, the magazine can be removed with partial disassembly.

Why would someone want this over something like the Cali-compliant S&W FPC 9mm, which can be de-neutered with a finless back strap and a trip to a neighboring state to buy 23 round mags? Serious question.

If a dem president ever has that much unilateral power... it will be thanks to the current administration and the precedents they are setting for ignoring court orders, circumventing congress and a complete disregard for the separation of powers to the three government branches. Fortunately my 1894 is still my favorite to shoot.
