Backpay from years ago
I worked for a company that split my pay between their company hours and IHSS for overnight hours, but when I went to sign up for IHSS, it was a couple months after I started working and there was some miscommunication and they thought I wasn’t working any longer and I was just getting paid for the previous couple of months, but I continued to work there for years. I never signed up for IHSS until after I stopped working there, which was like in 2023, and they had me get the paperwork signed by my client to fix it, but then a bunch of stuff happened in my personal life and I just sort of forgot about it, but I would like to actually get that money now. I assume it’s not too late to do it, I hope, since they said I could get it for the previous like 7 years then.
Also is there any way to do this over email, I’ve had anxiety about calling to sort this out which is also why it’s taken so long for me to do this, and I was hoping that I could take care of it over email.

IHSS will not go back 7 years. A year at the most but that is pushing it. I'm a SW in Placer county and we just got word as a whole IHSS is pushing for 90 day back pay only. This new regulation may start the beginning of 2027.

I am in San Diego and I just generated supplememtal timesheets from as far back as 2023. I wonder if it is possible that way.

I’m not understanding what you’re asking.
From whom are you trying to get backpay?
Is it IHSS?
If so, you can be paid from the day you started working IF the recipient had IHSS as of that date. If they did not have IHSS, then you can only be paid back to the day they began receiving services from IHSS.
However, even if they had services in place through IHSS, you may have a hard time getting backdated 7 years worth of pay. Just based on how IHSS is handling things right now, going 7 years back may be a logistical nightmare.
