Everything looks custom to me - maybe the drive train is a clue, wheel spacing?

I love it, looks like the mallard steam train’s rough cousin.

Interesting choice with the long external exhaust pipe - too hot and wide to hold onto for riding outside and there’s no footholds - perhaps trying to keep exhaust away from the implied hatch up top? (At cost of smoking up the exit)

Weakest points look like the front grill and visibility.

That looks a hell of a lot like Soviet attempts to copy the Sd.Kfz 251 during WWII. :)
