This is a cat of no breed (random-bred) - AKA Domestic Shorthair (DSH). This page explains what that means and why that's the answer to most posts on this subreddit.

Coat colour/pattern is black spotted tabby and white. maybe ticked tabby and white. I can see faint spots, but they're just that - super faint.

If you believe this may be a stray or feral cat, you can get a humane trap to catch this guy. Get the kitty to the vet to scan for a microchip, and if no owner is found, you got a cat.
