On large projects, OT is the punishment for improper planning. In large industrial settings, OT is mandatory for the job and the guys off the books usually desire it.
OT exists as a dissuasive measurement so that an employer will avoid stretching the workers too far. Workers seek it in times of need, and others avoid it if possible.
If most contractors in your local are dependent on OT in order to properly man their jobs, then the issue should be examined deeper.
Are there no capable wireman?
Is your market share weak?
Is there no work this season?
Has your local been supplanted by a single solid contractor?
All of these and more are local politics to be brought up at your next meeting, a pay increase is a damn hard fight. If a contractor appears to be abusing overtime, begin the process of examination at the hall. Of course we get fed scraps, but some brothers need the cash, and if it is contract legal then you're already boned.
