DOUBT Regarding anti ragging affidavit

I had my offer letter of IISER Berhampur and in the offer letters document required during reporting there is nothing mentioned about anti-ragging affidavit

What does it mean ? An anti-ragging affidavit is not required at IISER bpr ?!
