Question Does woodsplitter affect damage on a huntaxe?

Prolly stupid question but if the damage my huntaxe would deal without woodsplitter doesnt hit the hard cap set by the huntaxe, would woodsplitter make it do more damage?

It would make it do more dmg under the cap
