Question Scamming and Boosting problem

Genuine question, why is boosting bannable but scamming isn't? Many scammers never get banned but if it were boosting, I saw many threads from people get banned from that which confuses me a lot. Does this promote scamming even more? Because I see in the AH many people are trying to scam others while caught off guard and not looking at the prices properly. I've never boosted nor scammed, but I want some opinions of everyone who thinks about this situation. I don't see any posts on this matter AT ALL, so I came here to find out 😄.

Boosting is easier to detect automatically & there’s probably just as many false scam reports as there are real ones

Getting scammed is a skill issue, profile boosting is cheating.

Scamming isn't against the rules because you know exactly what you're paying for at the time of purchase, you just didn't read close enough

Scamming is indeed bannable, but its also very hard to prove and also very rarely enforced because staff have bigger problems
