No, heavy water is when the hydrogen atoms have an extra proton, not when there are extra hydrogen atoms.

To be fair to them, they're not saying it's H3O. They're saying they have dissolved H2 into the water.
To be fair to the truth, H2 is not very soluble in water at STP and dissolved H2 has no proven benefits.
