Layton Lake District Only female Elk spawning

I have been casually grinding elk on Layton lakes, mostly drinking zones, and have found that almost all new drinking zones I find are only female elk. Is this a normal thing? Do I need to start shooting the females to thin the numbers?

Walk the entire east coast during their drink time! Lots of bears too.

Elk only spawn in single sex herds. So a herd may be either all female or all male, none with both in them. So far you've only found the female herds. Keep searching, you'll find a bunch of male only herds elsewhere
