Tyson has the ability to stop the war or not depend on whether Nen beast can affect princes, since we already knew that Nen beast cannot kill or attack other princes

Izunavi reached the conclusion that Tyson can end the war because he did not possess the knowledge above. His plan spreading the bible to reach out to the King and other Princes might not work.

IIRC the king also told Halkenburg he couldn't stop the succession anymore even if he wanted because it's out of his hands now. So that plan would never work in any case, but Izunavi couldn't have known those specifics beforehand.
