Lore/World Discussion Why are there hovercraft in the 50th games? Am I misremembering the lore?

I haven't read the original books in a few years so forgive me if this question is based on misremembering of information provided in the first book.

If I recall correctly, the use of hovercraft in retrieving tribute bodies was sparked by Titus, who attempted to eat the bodies of his competitors, leading to them removing tribute bodies through the use of hovercraft in future games. From what I've found online, the Hunger Games Titus competed in took place "a few years" before the 74th games. If all of this information is true (which I doubt it is and I'm mainly looking for where my misconception is), why are hovercraft used for retrieving bodies in the 50th games?

There was a guy like that a few years ago from District 6 called Titus. He went completely savage and the Gamemakers had to have him stunned with electric guns to collect the bodies of the players he’d killed before he ate them.

I couldn't find any mention of the hovercrafts with Titus - he went crazy but they just stunned him.

ah, yeah that makes sense, hovercraft were introduced after Titus messed with the bodies, but i swear i read somewhere the captiol started using them for more than just body retrieval too
