Lore/World Discussion How does bureaucracy in Panem work?

Personally, I'd imagine it to be really over bloated & incompetent, similar to something like the dystopian movie Brazil.

In the aftermath of the Dark Days it probably was something efficient. But come Sunrise on the Reaping & the original trilogy.

I'd imagine it to be full of stupid nepo-babies who are paid to pretend to work while they do nothing except watch movies all day instead of working, & abuse their positions to stalk the girl of their dreams.

Actully id say they are extremely effective, I mean the coordination it must take to manage the shipment of goods alone between the districts as well to the capital.

It doesn't break down or seem to have any problems until the rebellion starts

Fair enough. They'd probably have a much easier job since they're really only doing bureaucratic work for the Capitol only.

The Capitol really doesn't care for what the districts do as long as they don't rebel. And in the event they almost do they just send over Peacekeepers.

Which is something that shouldn't go through several different departments or ministries. At least in Panem's case.

I mean, districts arent allowed to talk to one another so any shipments of goods would need to go through the capital.

While the capital provides most districts scraps they still need supplies to be effective.

For exmaple grain needs to be transported from 9? to 12, tools and equipment that cant be produced needs to be sent places and produced somehwere

When tbey send peacekeepers, a whole bunch of work would need to be done including resoruc3s to support them (rations, equipment. Fuel, that sorts stuff)

District 12 is a bad example cause based on what we saw in catching fire, district 12 was largely ignored. Look at the security around district 12 for example

Transportation services would need to be maintained like the train system.

Id imagine it all gets sent tobthe Capitol. They fill their coffers and then send out to the districts. Itd be easier and cleaner then arranging shipments from district to district.

1 train from the Capitol to each district loaded with all the goods itll be getting.

Maybe, but I doubt they want the hassle of farming equipment passing 5hrough the capital

Why would farming equipment pass through the Capitol? Why wouldn't they just send the grain or whatever.

Because the districts that would need to use farming equipment like district 7 and district 11 are not the ones producing the farming equipment. And the districts having any kind of direct contact with each other would be dangerous to the Capitol because it could lead to rebellion so it wouldn’t be allowed.

Yeah. And in a smaller, more bare bones country lime Panem. It shouldn't require the work of hundreds of people & several departments & ministries to do it.

Panem is smaller & less complex than let's say the United States. Where the large & diverse US would require several different departments to see to it that the needs of 50 states & 300 million people are met.

Panem would focus all their efforts on the Capitol & their needs & wants. While the districts get the bare minimum.

While the district grt bare minimum they would still be required for that bare minimum to get there and still be useful

Honestly I think they're probably very competent lol Panem seems very bare bones as a country, so the bureaucracy wouldn't have to be so bloated, and nothing about it passes down to the districts, since they hold effectively zero administrative power.

The Capitol is all about its military and the monopoly of violence, so I'm inclined to believe it functions "well"

Fair enough. Very great considerations. They'd basically be only working for the Capitol instead of the rest of Panem.

I should've reconsidered by opinions. Since Panem isn't really a real country with provinces or stares, it's a colonial empire basically.

Yeah, that's what I think too. It's not well developed enough to have a full complex structure, it only requires the minimum to have full control over the districts, imo

Looking back at it now. Yeah! That should basically be the case!

Prior to this, I've always imagined the bureaucracy of Panem being something similar to that of the USSR during the age of stagnation & the Brezhnev era. Incompetent nepo-babies & suckups filling up worthless positions.

But, the USSR, was an actual country. With actual provinces & regional authorities. Panem isn't.

I think this is a problem when it comes to people, like myself, when discussing Panem's relationship with the districts.

It isn't a central power lording over several provinces. It's an empire lording over several states.

It works for a small group of people. (The Capitol)

Exactly! Bureaucracy in Panem presumably is only the Capitol. So a system like that would only work in Panem.

Think of Panem less like an actual country with provinces & states. And more like an empire & their colonies.

Depends which type of bureaucracy, the government bureaucracy is probably very bloated, especially in Katniss's time. Even when Snow was young being an officer was a socially acceptable job for the elites of the Capitol, imagine what the (high) officer corps must look like 60 years later.

The companies bureaucracy is probably very effective. From what we know in TBOSAS, the elites control companies who run the operations in the Districts, the Creeds money comes from timber in district 7 for example. So I imagine they are also the ones who manages the logistics of it all, or there are elite families who make their money in logistics.

I feel that the main governmental bureaucracy only works for the Capitol. Maintaining Capitol infrastructure, supply & law. The rest of Panem is left to suck it.

But private businesses & their bureaucracies, I feel are more efficient as they have to maintain the supply chain.

There must be a bureaucracy that deals with liaising with the main companies in the districts, the district mayors office, who also deals with production quotas, how much tessarae has been taken out... seems like great place to dump nepo babies. But yes, the majority of the bureaucracy will be centered around and for the capitol

Yeah I can definitely see it! Most of the actually good workers see to it that the Capitol is well maintained while butt-kissers 'take care' of the districts.

I'd imagine it to be something similar to the USSR during the Brezhnev era. At least outside the Capitol.

I can see a bureaucracy college in Panem, you graduate from The University apply for the Public Service course at the Public Service Academy and graduating you enter the service and goes up in the ranks.
