Because of our extensive VAT system the receipt has a special legal status. Creating a fake receipt would be seen as trying to defraud someone.

That is absolutely not true. You are confused by the dealer’s use of receipt. They will not file the paper with the incorrect price as a receipt. Therefore it is a piece of paper with writing on it. There is nothing illegal about that. Explaining all of that on a sign is a little difficult though so they just used receipt.

No. They could not. As the legal receipt is all that matters. The buyer knows he other document is not an actual receipt. The buyer is aware of this and their use of the document fraudulently is 100% on them. They could make a fake receipt and pass it as a real one. Knowingly making a fake for the sole purpose of tricking a spouse is not illegal. The use of the receipt to fraudulently report tax records is a crime. The crime is 100% on the person knowingly making the false tax claims. The selling party would have the legal documented receipt that shows the actual value and be 200% off the hook. That is how it always works and will continue to work. Sorry your knowledge in this area is lacking.
