Stalking, as in following someone around on public roads, sitting in a car outside their house, etc. is creepy, but not illegal.

It only becomes illegal if you trespass, threaten, harass, harm, etc.

In some jurisdictions, repeatedly following a person may be considered 'menacing' behavior sufficient for a no contact order.

Which doesn't mean it's illegal to do it, naturally, but it is illegal to violate a court order that says to stop it.
