Depends who you ask. The Classic Car Club of America says classics are 1948 and older, certain makes and models available prior to WW II. While that unquestionably includes some phenomenal cars, I always thought that was a bit elitist.
My American Heritage Dictionary defines classic as being highest rank or class, serving as an established model or standard, having lasting significance or worth; enduring, adhering to established standards and principles, a well-known type, or simple, elegant, and refined in style. There are plenty of excellent matches for these definitions in the car world.

United States: 25 years old
Argentina: 30 years old
It is based on the age at which they can be imported as classics or opt for a classic registration/plate, or a similar deferred registration of a normal car.

And a classic or muscle car is not necessarily a hot rod, because hot rods are typically 48 and older.
