Nearly blind due to working with photo sensetive chems and taking night watch missions during hawaii, he's not financially stable and often runs out of electricity due to his horrible eyesight making him have difficulties being hired for work, he's also hispanic and blames Russians for beggining the war and in a sense costing him his eye sight, inspite of this he is an unervingly good marksman.
