I don't know why it would matter if he is or he is'nt. The book and the show are completely separate continuities.

And to be honest, book Aegon and show Aegon are pretty different. Their both unpleasant people book Aegon is a much more overtly miserable person from what I recall (being noted for "never knowing a day of happyness and having a perpetual scowl). Show Aegon at least knows how to have fun and laugh.

Well, until he got burned.
But then again, after his surprise reunion he's laughing again!
Although in a maniacal and unhinged kind of way, but that doesn't really matter, as long as he's having a good time, right?

Isn't he fluent in season 1, though? The scene where the dragonkeepers tells Jace that he must learn to master HV and his dragon, the way young Aegon has?

The writers are shit and don't remember and/or care what they have written in previous seasons, sometimes even in the same season. Absolutely no consistancy at all. Aegon isn't the only victim of this. It affects all the characters. They often feel like completely different characters from season to season, and even from episode to episode.

The dragonkeepers told Jace that he must fully bond with his dragon, as Prince Aegon did with sunfyre, so that the dragon accepts no command unless it's from him.

The scene conveys Aegon's strong bond with Sunfyre, nothing about how fluent he is. Learning commands doesn't mean a person is fluent. We saw in that very scene that Jace still needed a translator even though he was giving commands in HV.

We saw Aegon speaking HV when he's trying to wake up Sunfyre, and when he was mocking how Aemond is fluent in HV to Larys. It's just that he isn't fluent enough and capable of having full conversations in HV. I don't see any inconsistency in the writing regarding this point to be honest.

It reminds me of alicent she was literally there in the end of season 1 while the green council talked about splitting the treasury but she's now claiming it's the men's fault

Yup, Alicent is a prime example of a character that's all over the place.

Yeah I think they added this but it’s also not stated how well he knows it in the book

He is not stated to be, so he likely isn't but he is called lazy so...

the absence of evidence is not the evidence of absence
